Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 10.2 and attached Resolution No. 148-04, reports as follows:
Communication No. 10.2 is from Bruce C. McClure, Director of Public Works, dated January 22, 2004,
transmitting Resolution No. 148-04 for Council consideration.
l'he purpose of Resolution No. 148-04 is to amend Resolution No. I I-03 by removing the original Exhibit "A"
(CTP and MAS) and replacing it with the amended Exhibit "A" (CTP).
According to Communication No. 10.2, Resolution No. I I-03, adopted by the Council on January 8, 2003,
authorized the Mayor to enter into a Cooperating Technical Partners (CTP) Memorandum of Agreement with the
Federal Emergency Management Agency (FEMA). The original Exhibit incorrectly included a Mapping Activity
Statement (MAS), which is a separate interagency document that defines responsibilities of the County and the
Federal Emergency Management Agency (FEMA) for the $300,000 grant, and is not part of the subject CTP
Memorandum of Agreement Because of time constraints, documents were submitted to FEMA concurrently and
the MAS was inadvertently included in the Exhibit "A". Should the County elect to do other projects or seek
additional grants, a new MAS would be required for each project or grant.
Your Committee requested that any changes to the submission be transmitted to Council staff and reviewed at the
meeting of the Council.
Your Committee is in accord with the purpose and intent of Resolution No. 148-04 and recommends its adoption.
