RE: Communication No. 178/Resolution No. 55-03
Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication
No. 178 and attached Resolution No. 55-03, reports as follows:
Communication No. 178 and Resolution No. 55-03 from Council Member Bob Jacobson, dated March 17,
2003, was first considered by Your Committee on April I, 2003, and deferred by the Committee for further
review. Communication No. 178.1 and Resolution No. 55-03, Draft 2, from Council Member bob Jacobson,
dated March 31, 2003; Communication No. 178.4 and Resolution No. 55-03, Draft 3, from Council Member
Bob Jacobson, dated January 12, 2004; and, Communication No. 178.5 and Resolution No. 55-03, Draft 4,
from Council Member Bob Jacobson, dated January 22, 2004, were also received. Draft 4 of the Resolution is
co-introduced by Mr. Jacobson and Council Member Gary Safarik.
The purpose of Resolution 55-03, Draft 4, is to support the preservation and conservation of Wao Kele `O
Puna. Drafts 1, 2 and 3 of Resolution No. 55-03 were amended by Drafts 2, 3 and 4, respectively.
According to Communication No. 178.5, Resolution 55-03, Draft 4, encourages government officials and
agencies of Hawaii County and the State of Hawaii to support the effort by conservation groups working to
acquire Wao Kele `O Puna, since the county views this acquisition as a high priority that will promote county
and state interests, the general welfare, and county and state goals to protect important conservation lands.
Draft 4 removed references to geothermal development activities and the Pele Defense Fund. Uraft 4 removed
the transmittal of copies to federal officials. Draft 4 added the transmittal of copies to the Mayor of the County
of Hawaii.
Your Committee amended Draft 4 to correct typographical errors.
Your Committee is in accord with the purpose and intent of Resolution 55-03, Draft 4, as amended to Draft 5,
and recommends its adoption.
