No. 151-04 PLACE: Council Chambers T[ME: 10:10 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Respectfully submitted Your Committee on Finance, to which was referred Resolution No. 151-04, reports as follows: Resolution No. I51-04, transmitted by Director of Finance William Takaba, via Communication No. 495, dated February 4, 2003, creates six (6) Police Officer II (Temporary) positions and one (I) Detective (Temporary) position for the Hawaii County Police Department. Four Police Officer II positions will be added to the existing ice task force. two in the Hilo Vice section for Area and the other two in the Kona Vice section for Area 11. This will allow these units to expand their current operation that has proven success in dismantling, disrupting, arresting, and prosecuting drug traffickers and organized crime groups involved in methamphetaminedistribotion, manufacturing, and money laundering. The remaining two Police Officer II positions and the Detective position will establish a specialized "Airport Smuggling Detail Uni[" at the Keahole International Airport that will he responsible for interdicting ice as well as other hard drugs that are being smuggled through the airport. Funds will be made available through the U.S. Department of Justice, Community Oriented Policing Services (COPS) grant through the Hawaii Community Foundation. During its discussion, Your Committee learned that these positions are on a one-year contract and funding is secured for the second year. Also, Lieutenant Robert Hickox of the Hawaii County Police Depamnent clarified that although substances are smuggled through seaport freight services also, a majority of the smuggling is at the airports and through air parcel services. Therefore, the Police Department would like to make the three positions pertaining to the Smuggling Detail Unit permanent positions, as in some other counties.
