Your Committee on Finance, to which was referred Resolution No. 152-04, reports as follows:
Resolution No. 152-04, transmitted by Director of Finance William Takaba, via Communication
No. 496, dated February 4, 2004, creates two (2) Deputy Prosecuting Attorney ('temporary)
positions for the Oftice of the Prosecuting Attorney.
These positions are part of the U.S. Department of.lustice's Community Oriented Policing
Services (COPS) grant award, which is passed through the Hawaii Community Foundation
(HCF) as part of the Big Island Meth Initiative. These positions, one in East Hawaii and the
other in West Hawaii, will work with County. State, and Federal enforcement officials in
prosecuting individuals and organizations distributing large quantities of ice and other drugs.
This program will work in conjunction with the Police Department's efforts in their enforcement
strategy by providing swift prosecution services with regard to review of warrants, charging
decisions, preliminary hearings, grand jury, trial and appeals.
Funds will be made available through the U.S. Department of.lustice, Community Oriented
Policing Services (COPS) grant through the Hawaii Community Foundation.
Prosecuting Attorney Jay Kimura clarified the main focus of the task force is Ice, however it will
not prevent the unit from focusing on other substances. Any Federal cases will be referred to a
federal agent. The two Deputy Prosecuting Attorney positions will be filled internally and new
hires will fill the vacant positions.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 152-04
and recommends its adoption.
