No. 143-04 PLACE: Council Chambers TIME: 10:10 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Conunittee on Finance, to which was referred Resolution No. 143-04, reports as follows: Resolution No. 143-04, transmitted jointly with Bill No. 2 U by Director of Finance William Takaba, via Communication No. 470, dated January 20, 2004, authorizes the Oftice of the Mayor to enter into an agreement with the Stale of flawai' i Department of Transportation, for a Rural Transit Assistance Program grant. The State of Hawaii Department of Transportation through the Federal'fransit Administration has authorized a $17,000 grant to the Hawaii County Mass Transit Agency's Rural Transit Assistance Program (RTAP). This program will enable the County to implement a driver improvement program that will he open to all providers within the State. The program should cover all aspects of driver training, including equipment knowledge, behind the wheel training, ADA requirements, and dealing with the public. Furthermore, the RTAP funds will be used to hold two annual transportation conlcrences to bring people from around Chis island to share and discuss needs, concerns, and best practices and to allow the transit personnel to attend the American Public Transit Association Annual Meeting and General Manager Meeting. Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with prvijects being or to be undertaken pursuant to those powers. Originally heard on February 3, 2004, this measure was previously deferred due to heavy scheduling of all committee meetings for the day.
