Your Committee on Finance, to which was referred Bill No. 219, reports as follows:
Bill No. 319, transmitted jointly with Bill No. 220 by Director of Finance William Takaba, via
Communication No. 473, dated January 22, 2004, amends Ordinance No. 03-91, as amended. the
Operating Budget, ending June 30, 2004. The amendment is as follows:

These additional funds will be used as tollows:
• Coqui Frog Eradication F,fforts is to help reduce the noise around communities, reduce the
build-up and spread of Frogs, show the County is supportive of community programs, and
gain support for the overall frog control project.
• Data Systems Equipment funds will be used for the fiber optic cable equipment to connect
the County network to the State of Hawai`i's Institutional Network and NGN network.
• Engineering Division funding will be used towards the updating of topographical maps
utilizing Light Intensity Detection and Ranging technologies, acost-effective means to obtain
high-resolution topographic data.
Fire Protection additional funds are needed to fund the annual radio maintenance contract
which this year is significantly higher due to the addition of a provision for the abatement of
electromagnetic emissions at several of the department's radio sites.

• Transfer to Capital Projects Fund is supplemental funding which is needed to complete the
following Capital Improvement Projects:
• Parks & Recreation:

• Police:
Police Microwave Project $ 500,000
• Public Works:
FEMA flood match $ 130,000
County Building renovations $1,000,000
• Transfer to the Solid Waste Fund to comply with the conditions of the Consent Agreement to
provide high quality composting equipment such as the Earth Machine, and to keep the
Kea'au Recycling and Reuse Center operation open through the remainder of the tiscal year.
Originally heard on February 3, 2004, this measure was previously deferred on that day due to
heavy scheduling of all committee meetings for the day.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 219 and
recommends it pass first reading.
