No. 473/Bill No. 220 Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 220, reports as follows: Bill No. 220, transmitted jointly with Bill No. 219 by Director of Finance William Takaba, via Communication No. 473, dated January 22, 2004, amends Ordinance No. 03-91, as amended, the Operating Budget, ending June 30, 2004. The amendment is as follows: From: 3609.1 I "Transfer From General Fund Solid Waste $135,000 To: 085-601-5604.02 Landfills-OCE Solid Waste $ 60,000 085-601-$604.21 Recycling Program 75,000 TOLA L $ 135,000 In accordance with the South Hilo Sanitary Landfill Consent Agreement between the State of Hawaii Department of Health and [he County of Hawaii, Department of Environmental Management, Solid Waste Division, the County has agreed to provide corrective actions far storm water management, cover materials requirements and control of wind- blown litter and hazardous waste screening requirements. In lieu of cash tines, the County has agreed to provide corrective actions, including development of a Supplemental Environmental Program (SEP) related to recycling by conducting composting workshops, educating the public about backyard burning and providing high quality composting equipment (Earth Machine). Furthermore, the Kea`au Recycling & Reuse Center was designed and installed with funds from the Environmental Protection Agency (EPA) and has operated since March 29, 2003. Funded as a nine-month pilot project, which ended December 31.2003, funds are being requested to keep the center operative through the remainder of the fiscal year. Originally heard on February 3, 2004, [his measure was previously deferred on that day due to heavy scheduling of all committee meetings for the day.
