Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 482 and attached Bill No. 224, reports as follows:
Communication No. 482 is from Bruce McClure, Director of Public Works, dated January 27, 2004, submitting
Bill No. 224, which authorizes a freight loading zone along Alii Drive just south of the Hale Halawai parking lot.
The purpose of Bill No. 224 is to amend Chapter 24, article 1 Q, division 6, section 24-288, schedule 36 (freight
loading zones), subsection (f) Kona, of the Hawaii County Code 1983 (1995 edition) by adding the following to
be appropriately numbered and to read as follows: Ali'i Drive, west side, from a point three hundred-twenty feet
south of Hualalai Road and extending sixty feet in the southerly direction.
According to Communication No. 482, the need for the loading zone is demonstrated by delivery vehicles parking
on the sidewalk at various locations to unload goods, causing problems for pedestrians.
Your Committee amended Bill No. 224 to provide a time limit on freight loading within the freight loading zone
to include only the hours of 4:00 am to 10:30 am Monday through Saturday, excluding Sundays and holidays.
Your Committee is in accord with the purpose and intent of Bill No. 224, as amended to Draft 2, and recommends
its passage on first reading.
