Your Committee on Finance, to which was referred Resolution No. 165-04, reports as follows:
Resolution No. 165-04, transmitted by Director of Finance William Takaba, via Communication
No. 542, dated February 23, 2004, creates a Deputy Division Chief position for the Department
of Environmental Management-Wastewater Division.
According to Wastewater Division Chief this position is needed to improve management of the
administration duties as well as facilitate a reorganization plan of duties for more efficient
operations and effective use of resources of the Wastewater Division. The Deputy Division
Chief will assist the Division Chief with administration duties, and will also be responsible for
the activities of the Wastewater capital improvement and equipment replacement programs.
Funds are available in the Sewer Fund's Wastewater Regular Salaries and Wages account
(030-631-5631.01-011).
Some members of Your Committee were concerned over the continuous growth and increase in
the size of government.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 153-04
and recommends its adoption.
