Your Conmiittee on Finance, to which was referred Bill No. 246. reports as follows:
Bi11 No. 246, transmitted jointly with Resolution No. 170-04 by Director of Finance William Takaba,
via Communication No. 550, dated March 4, 2004, amends Ordinance No. 03-91, as amended, the
Operating Budget, ending June 3Q 2004. 'The amendment is as follows:

Services Administration Grant
These funds from the Substance Abuse & Mental Health Services Administration (SAMHSA), an
agency of the U.S. Department of Health & Human Services, through its sub-agency, Center for
Substance Abuse Treatment (CSAT) will be used to establish an adolescent treatment center on the
Island of Hawaii aimed at preventing crystal methamphetamine use on this island.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the
Mayor is hereby authorized to apply for, receive and expend the funds for the SAMHSA grant for the
Hawaii Island adolescent treatrnent program.
For informational purposes, Mr. Tyler voted "kanalua," then "no."
Your Committee on Finance is in accord with the purpose and intent of Bill No. 246 and recommends it
pass first reading.
