TMK: 6-8-2:portion of 33. reports as follows: Bill No. 233 seeks to change the State Land Use Boundaries Map. H-I5, by changing the District Classification for approximately 14.902 acres of land from the Agricultural to the Urban District. Communication No. 514 reports the Hawaii County Planning Commission, as required by'the I Iawai'i County Charter, Chapter 4, Section 6-43(C), considered the above request and accompanyung Bill No. 234. l~he Commission concurred with the Planning Director's favorable recommendation on this matter. Communication No. 514, in synopsis, reports the Planning Director's findings and recommendations as the followine: I . The applicant, Bay Pacific Development, LLC, is requesting a State Land Use Boundary amendment for 14.902 acres from the Agricultural District to the Urban District. 2. The applicant is also requesting a concurrent change of zone (Bill 234) from an Open (O) to Limited Industrial I-acre (ML-la) zoned district. 3. The applicant proposes to construct aself-storage facility on the parcel. 4. The approval of the reclassification from the State Land Use Agricultural to the Urban District will not be violative of Section 205-2, Chapter 205, Hawaii Revised Statutes, nor will ilt be inconsistent with the Land Use Commission Rules, and the County General Plan based on the fpllowing: 1'he subject property is situated in the immediate vicinity of Waikoloa Village, which includes existing Urban-designated lands and uses. The request conforms with the Land Use Commission Rules, which encourages urban developments in close prmximity to existing developments. ~fhe request complements the Land Use Qndustrial) and Economic elements of the General Plan by providing an area for industrial uses near the community of Waikoloa Village and by providing new or existing businesses to expand and diversify the County's economic base. The General Plan Land Use Pattern Allocation Guide (LUPAG) Map designates this area for Industrial uses. The request is consistent with the urban form established for this area. The reclassification and proposed rezoning will allow the property to be used for a variety of light industrial uses that may support activity within Waikoloa. The property is unclassified on the State of Hawai'i's Agricultural Lands of Importance to the State of Hawaii (ALISH) Map. The Land Use Study Bureau's Overall Master Productivity Rating for the soils in the area is "F," or "Very Poor". Therefore, the reclassification will not be detrimental to the agricultural land inventory in the County of Hawaii. • "Che property has no severe geological or topographical problems which cannot be properly rectified or which would render the land unusable. l~hc Urban classilication will not have a significant adverse impact to traditional and customary I Iawaiian Rights nor is it adjacent to the shoreline. At today's meeting, Planning Director Chris Yuen and Sidney Fuke, representative for Bay Pacific Development LLC, provided this committee with background information about the origins and purpose of Bill No. 233. Mr. Yuen explained that the application received a favorable recommendation from the Planning Department because the request coincides with established land use patterns in the area, particularly Waikoloa Village. Mr. Fuke further elucidated on the history of the parcel and proposed development plans for a storage facility. Your Committee concurs with the Planning Commission and the Planning Director's favorable recommendation for approval of the State Land Use Boundary Amendment.
