RE: Comm. No. 549/Bill 245
Your Committee on Parks and Environmental Management, to which was referred Communication No. 549,
from Council Chair James Y. Arakaki, dated March 4, 2004, reports as follows:
Communication No. 549 transmitted Bill 245, relating to sewer laterals, for consideration. Bill 245 states
that when a lateral is required by the county in order for the landowner to receive final inspection approval,
the county shall construct the lateral within six months from the date of the requirement.
A member of the public. ,Ion Olson, asked what the financial impact of the bill would be. Lorraine Stahr, a
member of the Environmental Management Commission, asked why this bill was not brought before the
commission.
In response ko questions by council members, Peter Boucher, Wastewater Division Chief, noted that prior to
1989, the county did not install sewer laterals -the installation of laterals was the responsibility of
landowners.
Council Member Chung pointed out that one of the issues with sewer hookups in the past was'[he restriction
on using public funds to hookup sewers on private property.
As affirmed by the record of votes of the members of your Committee, your Committee is in accord with the
intent and purpose of Bill 245 and recommends that it pass first reading.
