Your Committee on Parks and Environmental Management, to which was referred Communication No. 591,
from Council Member Michael Tulang, dated April 8. 2004, reports as follows:
Communication Nu. 591 transmitted Resolution 180-04, relating to expediting the process to bring online
one of the three waste reduction technologies listed in the Final Draft Update of the Integrated Solid Waste
Management Plan. Council member Tulang made a motion to amend Resolution 180-04 with Resolution
180-04, Draft 2, which made the following major changes:
I . Changing the year I~~r reaching the goal 01"95% diversion rate in East Hawaii from [201 I ] to
2010.
2. Stressing that no public monies should be used given the willingness of potential vendors of the
waste reduction technology to privately finance construction and implementation.
3. Providing a May L 2004 deadline to disseminate the Request For Information (RFI).
4. Providing a July I, 2004 deadline to prepare and disseminate a Request For Proposal (REP),
which would include the following:
(a) Allowing three technologies to submit proposals.
(b) Advising that private funding for construction and implementation of the technology is
expected.
(c) Rcyuiring the proposal to include the full waste reduction process.
Resolution No. 18U-04, Draft 2, was lurlher amended, pursuant to motions during the April 20, 2004 PEMC
meeting with the billowing three changes:
1. In the seventh and twelfth whereas clauses [waste-tFreraergy~ was changed to incineration.
2. In the now therefore be it resolved clause (subsection I), the Request For Information (RFI)
deadline was changed from [""°,.~ ','~~^] to May 30, 2004.
3. In the now therefore be it resolved clause (subsection 2), the Request For Proposal (REP)
deadline was changed from ~-,'.e:;~, ~~,} to Septemher 30 ?004,
As affirmed by the record of votes of the members of your Committee, your Committee concurs with the
intent and purpose of 180-04, as amended (to Draft 3), and recommends its adoption.
