Your Committee nn Parks and Environmental Management, to which was referred Communication No. 566,
from Barbara Bell. Director of Environmental Management, dated March 23, 2004, reports as follows:
Communication Nu. 566 transmitted Bill 250, relating to the deletion of sewer connection exceptions.
Lorraine Stahr. a member of the Environmental Management Commission, presented oral testimony in favor
of the bill. Kimo Frankel and Marjorie Erway, also Environmental Management Commission members,
provided written testimonies in favor ofthe bill.
Council Chair James Arakaki noted that this was the fourth tune the bill had been considered and he made a
motion to file. He also noted that this bill shifts authority from the Council to the Director of Environmental
Management in granting exemptions. Peter Boucher, Chief of Wastewater, said that a provision to exempt
extreme hardship cases would be helpful.
As affirmed by the record of votes of the members ofyour Committee, your Committee recommends that
Bill 250 he filed.
