Your Committee on Finance, to which was referred Resolution No. 178-04, reports as follows:
Resolution No. 178-04. transmitted by Director of Finance William T'akaba, via Communication
No. 583, dated April 7, 2004, amends Resolution No. 37-03 by increasing the square footage of
office space in the Kona Driver License Section's multi-year Icase.
On February 20. 2003, the County Council adopted Resolution No. 37-03, which authorized the
payment of funds of a later fiscal year and more than one fiscal year for the multi-year lease of
2,000 square feet of office space for the Police Department's Kona Driver License Section at
75-5722 Hanama Place, Kailua-Kona.
When this lease was originally negotiated, the Police Department telt that 2,000 square feet
would be adequate for the Kona Driver License section, which issues personal and commercial
(CDL) driver licenses, and performs periodic motor vehicle inspections (PMVI). No scaled floor
plan was actually used to determine the actual space needed.
After the Council's approval of the above lease, the Driver License Section began working with
the landlord's architect to lay out a scaled floor plan for the facility. Conditions not considered in
the original ?,0(10 square feet estimate, but later deemed necessary were:
Meeting all AUA accessibility requirements (new design has been approved by
Disability Accessibility Board):
Providing enough space in the reception area so applicants and their families would not
have to wait outside when busy (should accommodate 15 - 20 people);
Establishing a separation between the Driver Licensing and PMVUCDL sections to
improve work flow and avoid confusion by the public;
Providing an interview room for PMVI applicants, where each person could be tested
and interviewed in private; and
Designing an office within the confines of an existing wall that contained plumbing
and electrical material, such as pipes and wires, and walls that could not be torn down
due to the existence of adjacent space already leased.
Once the drawings were completed, it was found that the facility required more floor space. 'I~he
total office space to be leased will now be 2,622 square feet at an approximate cost of $6.009 per
month that includes the common area maintenance, electricity, and taxes.

William "I'akaba, Director of Finance, explained that when the request first came, in it was a list
of the physical requirements of the Section (i.e., number of desks, counter space, break room,
etc.,). and what was available at the time was 2,000 square feet The administration came to the
council for 2,000 square feet because that is what was available at the time and without drawing
it to scale, they felt that 2,000 square feet would be adequate. As the plans were being drawn
requirements changed and the size for square footage increased.
Some members of Your Committee felt that the Police Department's Kona Driver License
Section multi-year lease of 2,000 square feet at an approximate cost of $4,584 was a good deal.
and that the section should work within this originally negotiated space.
For informational purposes, Mr. "fyler voted °kanalua" then "no."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 178-04
and recommends its adoption.
