Yom' Committee on Finance, to which was referred Resolution No. 179-04, reports as follows:
Resolution No. 179-04, transmitted by Mayor Harry Kim, via Communication No. 584, dated
April 7, 2004, approves the cost items decided upon by an arbitration panel affecting Hawaii
Government Employees Association (HGEA) Units 02, 03. 04. 13 and employees excluded from
those units for the contract period .luly 1, 2003 through June 30, 2005.
i'he cost items are a continuation of step movements, a 5.00°/~ across-the-board increase on
,luly I. ?004, and an increase in mileage reimbursement to $0.375 per mile on July 1, 2004. 'fhc
estimated cost to the County of Hawaii for the aforementioned negotiated cost items will be
$1,458,669. Additional adjustments such as employer's contribution to the Employ°ee
Retirement System. vacation, holiday, and sick leave reparations will increase the total cost to
$1.891,013. The increased cost for this fiscal year will be covered by the Provision for
Compensation Adjustment appropriation in the current budget.
Pursuant to Section 89-11(e) and (g) of the Hawaii Revised Statutes relating to collective
bargaining. requires that in the case of a final and binding decision by an arbitration panel, all
items requiring any moneys for implementation shall be subject to appropriations by the
appropriate legislative bodies.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 179-04.
and recommends its adoption.
