Your Committee on Finance, to which was referred Bill No. 260, reports as follows:
Bill No. 260, transmitted by Council Chair James Y. Arakaki, via Communication No. 589, dated April 7, 2004,
amends Chapter 24, Article 4, Section 24-17 of the Hawaii County Code 1983 (1995 Edition), relating to
vehicles and traffic.
The measure purposes to raise the computation rate of the annual motor vehicle weight tax for vehicles registered
in the County of Hawaii. The intent of this increase is to fund ongoing highway maintenance_ resurfacing and
paving of roads in the County. Based on current motor vehicle weight tax collections, it is estimated that the
proposed increase will generate $2,02,634 in additional annual revenue for the work of the Highways Division.
This measure will raise the annual weight tax rate for passenger vehicles by '/a cent per pound. It will raise the
rate for trucks, truck-tractors, road tractors, trailers and semi-trailers weighing 6,500 lbs. or more by I cent These
increases would establish our county weight tax rate at .0075 (3/4 cent per Ih.) for passenger vehicles and .02 (2
cents per Ib.) for heaaier commercial vehicles.
Communication No. X89.1 from Council Chair ,lames Y. Arakaki, dated April 19, 2004, amending F,xhibil A and
Exhibit B to reflect:
1. The minimum vehicle weight tax of $6.00 per vehicle.
2. "fhe possible effects on the proposed projection due to the reductions
3. P;armarking funds in excess of highway maintenance expenditures to Mass "transit Agency services.
In light of the fact that the Council does not wish to increase the number of workers that has been requested by the
Mayor, six Laborer II positions and one van for the Puna Roads Division has been withdrawn.
Your Committee received written testimony in opposition to the measure from James Anderson, C.P. Skip Brown,
Jerry Lange, and Mayor Harry Kim.
Your Committee on finance is in accord with the purpose and intent of BiII No. 260 and recommends it pass first
reading.
