Your Committee on Planning, to which was referred Communication No. 564, reports as
follows:
Communication No. 564, dated March 22, 2004, is from Mayor Harry Kim submitting
the appointment of Mr. Francis I. Kuailani, Sr., to serve on the Kailua Village Design
Commission.
According to Communication No. 564, Mr. Kuailani is a life long resident of Hawaii and
is a law enforcement officer with Wackenhut Security. He has also served as the
Superintendent for the Kaloko Honokohau National Historic Park and the Puukohola
Heiau National Historic Site and as a Ranger for the Hawaii Volcanoes National Park.
Mr. Kuailani is not affiliated with any political party. If confirmed, Mr. Kuailani will
fulfill the Commission's culture and history slot and serve until December 31, 2006.
At today's meeting, Mr. Wendell Hatada, Executive Assistant, Office of the Mayor, and
Mr. Kuailani answered committee questions regarding the nomination. Many members
of the committee commended Mr. Kuailani's willingness to serve and spoke in favor of
his nomination.
The Hawaii County Code, Chapter 25, Section 25-7-2, relating to Zoning and the Kailua
Village Design Commission delineates the membership requirements of the Kailua
Design Commission as the following:
(a) The design commission shall consist of nine members who shall be appointed by the
mayor with the approval of the council.
(b) The members shall be representative of the Kona district, provided that a majority of
the appointive members shall have lived or worked in the Kailua Village for a
minimum of two years prior to this appointment.
(c) The design commission members shall include two design professionals (registered
architects and/or landscape architects), two members with backgrounds in building
construction and/or engineering, two members with knowledge about historic Kona,
its cultural values and resources, and the remaining three members representing local
business or property owners.

Your Committee on Planning recommends the approval of the appointment of Mr.
Francis I. Kuailani to the Hawaii County Kailua Village Design Commission for a term
ending December 31, 2006.
