Your Committee on Finance, to which was referred Bill No. 264, reports as follows:
Bill No. 264. transmitted by Director of Finance William Takaba, via Communication No. 606,
dated April 21, 2004, amends Ordinance No. 03-90, as amended, the Capital Budget, ending
.tune 30, 2004. by adding the following project:
PARKS & RECREATION:
Pualani Estates Subdivision 110-599-5597.92 $100,000
Playground Development
Funds for these projects shall be provided from fund balance -designated.
Funds will be used for the installation of playground equipment at Pualani Estates Subdivision
Playground Development for children between the ages of 5-12 and 2-5. Although playground
equipment was not part of the requirements of the subdivision agreement, the Department of
Parks and Recreation would like to support the installation of the playground equipment by
utilizing the fair share assessment funding.
Pat Engelhard, Director of Parks & Recreation, explained that the reason the amount is listed
only for construction in the Financial Impact Statement is because it depends ou the community
efforts. [f the community is unwilling to do any of the construction themselves it will cost
$100,000 to construct the playground. However, if the community does the construction
themselves, the $100.000 will buy playground equipment, lay down a concrete pad, and install
the ADA walkways to the playground.
Your Committee on h'inance is in accord with the purpose and intent of Bill No. 264 and
recommends it pass tirst reading.
