No. 567/Bill No. 251 Your Committee on Finance, to which was referred Bill No. 251, reports as follows: Bill No. 251. transmitted by Director of Finance William Takaba, via Communication No. 567, dated March 23, 2004, amends Ordinance No. 03-90, as amended, the Capital Budge[, ending June 30, 2004, by adding the following project: ENVIRONMENTAL. MANAGEMENT: Puainako Sewer Improvement District Project 110-699-5691.44 $100.000 Funds for these projects shall be provided from general obligation bonds, capital projects, fund-fund balance and/or other sources. On March 5, 2004 the Hawaii County Council adopted Resolution No. 157-04 which authorized an improvement district implementation study for the construction of certain wastewater and sewer system improvements for Waiakea, District of South Hilo, Hawaii. It also directed the Director of Environmental Management to prepare for submission to the Council, a broad regional sewerage master plan for the Waiakea region and a specific detailed implementation plan for an improvement district. These funds will be used to conduct this study. Originally heard on April 6, 2004, then again on April 19, 2004, this measure was deferred pending additional information from the Department of Environmental. Council Member Curtis "l~yler discussed the reimbursement ofthese funds with Peter Boucher, Wastewater Administer Division C hief, and found out that all taxpayers on this island were not paying for this improvement district.
