Your Committee on Finance, to which was referred Bill No. 269, reports as follows:
Bill No. 269. transmitted by Director of Finance William Takaba, via Communication No. 616,
dated April 30, 2004, amends Ordinance No. 03-91, as amended, the Operating Budget, ending
,Tune 30, 2004. 'hhe amendment is as follows:

The Department of Environmental Management will be receiving additional funds from the State
of Hawaii Department of Health for additional public outreach and promotion of the used oil
collection program.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 269 and
recommends it pass first reading.
