Your Committee on Finance, to which was referred Resolution No. 175-04, reports as follows:
Resolution No. 175-04, transmitted by Director of Finance William Takaba, via Communication
No. 577, dated April 2, 2004, amends the district distribution formula of the County of Hawaii
Fucl Tax Program.
This resolution proposes an apportionment formula to be developed by the Department of Public
Works that factors in any higher material cost for highway improvement projects. The existing
district allocation formula equally divides the fuel tax revenues into two categories; TEA21 and
Local Road Improvement. The Local Road Improvement category distributed funds among the
tax map districts according to each district's percent of miles of local streets. The number of
miles of highway improvement in each district has been disproportionate as there exists a higher
material cost for highway improvement projects in North and South Kona, and portions of North
and South Kohala and Ka'u.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Originally heard on April 19, 2004, this measure was deterred pending additional information.
Bruce McClure, Director of Public Works, requested that this measure be tiled, as a new
resolution will be forthcoming.
Your Committee on Finance is not in accord with the purpose and intent of Resolution No.
175-04 and recommends it be tiled.
