Your C ommittee on Public Works and Intergovernmental Relations, [o which was referred Comrunication No. 633 and
attached Bill No. 275_ reports as follows:
Communication No. 633 and attached Bill No. 275 is from Harry Kim, Mayor, dated May 20, 2004, and proposes to establish
a street addressing and naming system.
The purpose of Bill No. 275 is [o enable more et7icient emergency response through the E91 I system. For informational
purposes, Communication No. 633 states that when amendments to Chapter 22 of the Hawaii County Code were adopted
two years ago, house numbering requirements were deleted at administration's request so that a new system could be
developed. Since that time, the administration has undertaken an in-depth analysis of the issues involved in house numbering
and developed Bill No. 275, which more comprehensively addresses these issues.
The provisions of Bill No. 275 include, but arc not limited to, the following:
I) All streets, whether public or private, are required ro be named and street name signs installed al all street
intersections.
2) Addresses are assigned to buildings.
3) Specifications to display addresses.
4) Transfer the assignment of addresses from [he Department of Public Works to the Planning Department.
Council Member Fred I lolschuh questioned whether emergency calls made by cellular telephone will allow identification of
the location of the caller. Mr. Roy Takemoto, Deputy Planning Director, stated that efforts are being made to allow such
identification of cell phone location.
Your Committee on Public Works and Intergovernmental Relations Committee is in accord with the purpose and intent of Bill No.
275 and recommends that it pass first reading.
