No. 202-04 Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance. to which was referred Resolution No. 202-04, reports as follows: Resolution No. 202-04, transmitted by Mayor Harry Kim, via Communication No. 662, dated June 21, 2004, approves cost items provided for in a supplemental agreement affecting SHOPO Bargaining Unit 12 and employees escluded from Bargaining Unit 12 for the period July 1, 2004 through June 30, 2007. The supplemental agreement covers the period from July 1, 2004 through June 30, 2007. The cost item is an increase to the automobile allowance for police officers both included and excluded from the bargaining unit. The estimated cost to the County of Hawaii $391,464 for fiscal year 2004-2005, $445,992 for fiscal year 2005-2006, and $501,624 for fiscal year 2006-2007. Section 89-10(b), Hawaii Revised Statutes, relating to collective bargaining, requires that "~ajll cost items shall be subject to appropriations by the appropriate legislative bodies". Pursuant to provisions of Section 89-6(e), Hawai'i Revised Statutes relating to supplemental agreements. "in addition to a collective bargaining agreement under subsection (d), each employer may negotiate. independently of one another, supplemental agreements that apply to their respective employees." Some members of Your Committee were concerned that approving this measure would prevent the County from moving towards marked vehicles in the next three years or the duration of the SHOPO contract. Michael Ben, Personnel Director, stated that there is a provision in the SIIOPO contract which allows the County and police to negotiate throughout the contract period.
