Your Committee on Finance, to which was referred Resolution No. 205-04, reports as follows:
Resolution No. 205-04, transmitted by Director of Finance William Takaba, via Communication
No. 666, dated June 23.2004, authorizes the payment of funds of a later fscal year and of more
than one fiscal year for amulti-year lease for a copy machine.
The Department of Parks and Recreation's Elderly Activities Division wishes to enter into a
thrco-year lease contract for a copy machine. Funds would be budgeted in future fiscal years to
cover the anticipated costs.
Pursuant to Section 10-11. Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
During its discussion, some members of the Finance Committee requested a breakdown of costs
comparing what would be spent on the new lease for the copier versus the cost of maintaining
the current machinc.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 205-04
and recommends its adoption.
