Your Committee on Finance, to which was referred Resolution No. 206-04, reports as follows:
Resolution No. 206-04, transmitted by Mayor Harry Kim, via Communication No. 671, dated June 25, 2004,
approves the cost adjustments authorized by the appropriate authority for excluded managerial employees of the
Counts of Hawaii.
The cost items arc a continuation of step movements during the period from July I, 2003 to June 30, 2005, a
5.00% across-the-board increase on July I, 2004. The estimated cost to the County of Hawaii during the fiscal
year Jul}' I, 2004 through June 30, 2005 will be $299,160. Additional adjustments such as employer's
contribution to the Employee Retirement System, vacation, holiday, and sick leave reparations will increase the
total cost to $398,145.
Section R9C ?and R9C-3, Hawaii Revised Statutes relating to public officers and employees excluded from
collective bargaining, authorizes each appropriate authority of the State of Countyjurisdictions to make
adjustments for their respective excluded employees.
Also Section 89C-5, Hawaii Revised Statutes, requires that such adjustment, which constitute cost items, are
suh,ject to appropriations by the appropriate legislative bodies.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 206-04 and recommends
its adoption.
