Your Committee on Finance, to which was referred Bill No. 290, reports as follows:
Bill No. 290, transmitted by Director of Finance William Takaha, via Communication No. 678, dated .lone 30.
2004, amends Ordinance No. 04-74, as amended, the Operating Budget, ending June 30, 2005. The amendment is
as follows:

The Police Department will he receiving additional funds from the State of Hawaii Department of Attorney
General's Crime Prevention and Justice Assistance Division to obtain equipment for i[s Victim Services
Coordinator Project. Specifically, the funds will be used to hire a Victims Services Coordinator to service the on-
going needs of victims from domestic violence/sexual assault while cases remain under investigation and to
purchase a digital camera plus accessories and supplies.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-I3(b), Hawaii County Charter, the Mayor is
already authorized W apply for, receive and expend the funds for this program identified in the Operating Budget.
Lieutenant Kenneth Vieira of the Hawaii County Police Department explained aftera review of die training
program additional funds were need to improve the training that they give to the new recruits. Also Lieutenant
Vieira explained that the Police Department's Victims Service Coordinator works with the victims up to the point
the case goes to the Prosecuting Attorney's Office.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 290 and recommends it pass first
reading.
