Your Committee on Finance, to which was referred Resolution No. 210-04, reports as follows:
Resolution No. 210-04, transmitted jointly with Bill No. 297 by Director of Finance William Takaba, via
Communication No. 690_ dated .luly 12, 2004, authorizes the Oftce of the Mayor to enter into an agreement with
the State of Hawaii Department of Health for an Automated Rxternal Defibrillator Access Program grant.
The Slate of Hawaii Department of Health, Emergency Medical Services System through the Federal Office of
Rural Health Policy Rural Access has authorized a $62,000 grant to the Hawaii County Fire Department for its
Automated External Defibrillator (AED) Access Program in Hawaii County. These funds will be used to
estahlish a community AED advisory committee, coordinate AED training with the American Heart Association,
purchase I7 to 20 AED's for placement with identified agencies, and assist AED agencies with medical protocols.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council to
enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the
powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects
being or to be undertaken pursuant to those powers.
Battalion Chief Scotty Paiva, Fire Department EMS Division, explained that the AED advisory committee
consists of the Fire Department, Police Department, Parks and Recreation Aquatics Division, the FMS training
center and the I lawai'i Heart Association. This committee looks at establishing new programs and improving
existing programs and how they can assist in developing protocols, policy, procedures, and training. l~hc
committee's first priority is the first responders. Battalion Chief Paiva also explained that $46.000 is for at least
17 AEU's and the remaining $16,000 is for administrative training, supply and equipment.
Some memhers of Your Committee requested a copy of the extension to the Memorandum of Agreement.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 210-04 and recommends
its adoption.
