RE: Communication No. 676/Bill No. 289
Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication
No. 676 and attached Bill No. 289, reports as follows:
Communication No. 676 and attached Bill No. 289 is from Bruce McClure, Director of Public Works, dated
June 29, 2004, requesting repeal of Ordinance No. 03-41 to delete a passenger loading zone on the mauka side
of Kinoole Street fronting the former After Hours Clinic, which has ceased operations.
The purpose of Bill No. 289 is to repeal Ordinance No. 03-41 and amend Chapter 24, article 10, division 6,
section 24-287, schedule 35 (passenger loading zones), subsection (c) Hilo, of the Hawaii County Code 1983
(1995 edition) by deleting the following: (10) Kinoole Street, southwest side, from a point two hundred ninety
two feet southeast of Waianuenue Avenue and extending forty feet in the southeasterly direction, from 4:00 pm to
12 midnight except Sundays and holidays.
According to Communication No. 676, and the attached letter from Scott Rogers, Hilo Downtown Improvement
Association (DIA), dated June 1 I, 2004, the DIA requests removal of the passenger loading zone and restoration
of this space to regular parking.
Your Committee is in accord with the purpose and intent of Bill No. 289 and recommends its passage on first
reading.
