Your Committee on Planning, to which was refereed Communication No. 699 and Bill No. 299,
transmitted by Mayor Harry Kim, dated July 8, 2004, regarding a State Land Use Boundaries
Amendment application by Westpro Development, Inc. at Ooma ]s`'North Kona, Hawaii, TMK:
7-3-10:3 reports as follows:
Bill No. 299 seeks to change the State Land Use Boundaries Map H-2, by changing the District
Classification for approximately 10.00 acres of land from the Agricultural to Urban District.
Communication No. 699 reports the Hawaii County Planning Commission, as required by the
Hawaii County Charter, Chapter 4, Section 6-4.3(C), considered the above request and
accompanying Bill 300 on June l8, 2004. At this meeting, the Commission concurred with the
Planning Director's favorable recommendation for your approval of this matter. Communication
No. 699, in synopsis, also reports the Planning Director's findings and recommendations as the
following:
The applicant, Westpro Development, Inc. is requesting a State Land Use Boundary
Amendment from Agricultural to Urban for approximately 10.00 acres of land identified
as TMK: 7-3-10:3. The applicant is the owner of the property. Map "Exhibit A" further
delineates the parcel.
2. The property was created as part of Subdivision Application 2002-0051, which
subdivided a 50-acre parcel into four lots ranging in size from 10 to 13 acres each.
3. The applicant intends to construct a 100-unit affordable multi-family housing project that
will be called Lokahi Ka'u. The multi-family buildings are proposed to be two stories in
height. The units are proposed to be approximately 1,175 square Feet in size and will
include 2 bedrooms and 2 bathrooms in each unit. The estimated cost of the project is
expected to be between $15,000,000 and $20,000,000.
4. All utilities are or will be made available to the property as part of this project.
5. The approval of the State Land Use Boundary Amendment from Agricultural to the
Urban District will not be violative of Chapter 205, Hawaii Revised Statutes and is
supportive of the Hawaii State Plan and the Hawaii County General Plan based on the
following:

• The subject property is not within the Special Management Area.
The reclassification action is consistent with the Housing goals, objectives and/or
policies articulated in the Hawaii County General plan and the Hawaii State Plan by
developing additional housing opportunities for residents.
The LUPAG Designation for the area is Urban Expansion. This designation allows
for a mix of high density, medium density, low density, and industrial uses.
Surrounding uses are predominately a mix of Single and Multiple Family Residential,
Neighborhood Commercial, Agricultural and Open zoning. This request is consistent
with the established uses in the area.
A Change of Zone request, Bill 300, is being process concurrently.
At today's meeting, Roy Takemoto, Deputy Planning Director, Alan Dickler, President of
Westpro Development, Project Manager William Brooks, and William Moore, representative of
the applicant, provided your Committee with background information about the origins and
purpose of Bill No. 299.
Your Committee concurs with the Planning Commission and the Planning Director's favorable
recommendation for approval of this District reclassification request.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 299 and
recommends it pass first reading.
