HomeMy WebLinkAboutREP PC 103 08/03/2004 2002-2004REPORT OF THE COMMITTEE ON PLANNING DATE: August 3, 2004 RE: Communication 700/Bill No. 30 ] PLACE: Councilroom TIME: 2:47 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 700 and Bill No. 301, transmitted by Mayor Harry Kim, dated July 8, 2004, regarding a State Land Use Boundaries Amendment application by Tom Smith at Kohanaiki, North Kona, Hawaii, TMK: 7-3-19:28, reports as follows: Bill No. 301 seeks to change the State land Use Boundaries, Map H-7, by changing the District Classification for approximately 4.07 acres of land from the Agricultural to Rural District. Communication No. 700 reports the Hawaii County Planning Commission, as required by the Hawaii County Charter, Chap[er 4, Section 6-4.3(C), considered the above request and accompanying Bill 302 on June 18, 2004. At this meeting, the Commission concurred with the Planning Director's favorable recommendation for your approval of this matter. Communication No. 700, in synopsis, also reports the Planning Director's findings and recommendations as the following: I. The applicant, Tom Smith, is requesting a State Land Use Boundary Amendment from the Agricultural to the Rural District for approximately 4.07 acres of land. Map "Exhibit A" further delineates the parcel. 2. The property is located along the north side of Church of God Road, approximately 600 feet west (makai) of the Hawaii Belt Highway (State Highway 190) -Church of God Road intersection in Kohanaiki, North Kona, Hawaii. 3. The applicant intends to subdivide the property into 7residential-agricultural lots with a minimum area of a''/z-acre or 21,780 square feet. Access to the site will be through the Church of God Road. Alternate access is proposed via the Hualalai Vista Subdivision. 4. All utilities are or will be made available to the properly as part of this project. 5. The applicant is also requesting a concurcent Change of Zone (Bill 302) from Agricultural (A-3a) to Residential and Agriculture (RA.Sa). 6. The approval of the State Land Use Boundary Amendment from Agricultural to the Rural District will not be violative of Chapter 205, Hawaii Revised Statutes and is supportive of the Hawaii State Plan and the Hawaii County General Plan based on the following: The subject property is not within the Special Management Area. It is located five miles away from the coastline. Archaeological Consultants of the Pacific conducted an archaeological inventory survey in March 2004. One site was identified for further action. There are no other identified recreational resources, historic resources, public access to the shoreline or mountain areas, PC Report No. 103 Communication 700 Bill 301 Page 2 scenic and open space preserves, coastal ecosystems, marine resources or other natural and environmental resources in the area. • The reclassification action is consistent with the Socio-Cultural Advancement and Housing objectives and policies articulated in the Hawaii County General plan and the Hawaii State Plan by developing additional single-family housing opportunities for residents. The LUPAG Designation for the area is Urban Expansion. This designation allows for a mix of high density, medium density, low density, and industrial uses. Surrounding uses are predominately a mix of Single and Multiple Family Residential, Neighborhood Commercial, Agricultural, and Open zoning. This request is consistent with the established low density and mix of uses in the area. • The property is as "Other Important Land" on the State of Hawai`i's Agricultural Lands of Importance to the State of Hawaii (ALISH) Map. The Land Use Study Bureau's Overall Master Productivity Rating for the soils in the area is "D" or "Poor." The property is not currently being used for active agricultural purposes. Therefore, the reclassification will not be detrimental to the agricultural land inventory in the County of Hawaii At today's meeting, Roy Takemoto, Deputy Planning Director, and planning consultant Sidney Fuke, Representative of applicant provided this Committee with background information about the origins and purpose of Bill No. 301. Your Committee concurs with the Planning Commission and the Planning Director's favorable recommendation for approval of this District reclassification request.
