Your Committee on Finance, to which was referred Resolution No. 223-04, reports as follows:
Resolution No. 223-04, transmitted by Director of Finance William Takaba, via Communication
No. 723_ dated August 4, 2004, creates a Victims Services'Cechnician (Temporary) position for
the Hawaii County Police Department.
This position will assist with the administrative and technical support of the Domestic Violence
and Sexual Assault Unit The increase in cases in both areas, compounded with the complexity
of the cases and involvement of many State/County agencies, require a departmental liaison to
assist the Police Deparhnent before the cases are sent to the Prosecutor's Office.
Funds will be made available through the State of Hawaii Department of the Attorney General's
Victims Services Coordinator Grant, which was recently appropriated in the County's Operating
Budget.
Some members of Your Committee were concerned that these funds from the State of Hawaii
Department of the Attorney General were earmarked for another propose since this position was
not included in the operating budget. A follow up prior to the next Council meeting was
requested.
For informational purposes, Mr. 7~yler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 223-04
and recommends its adoption.
