Your Committee nn Finance, to which was referred Bill No. 304, reports as follows:
Bill No. 304, transmitted jointly with Resolution No. 215-04 by Director of Finance William
hakaba. via Communication No. 709, dated July 21, 2004, amends Ordinance No. 04-74, as
amended, the Operating Budget ending June 30, 2005. The amendment is as follows:

'Chose funds will be used to create two F,quipment Operator II[ positions and two Landfill
Spotters (Transfer Station Attendants) positions to improve landfill operational efficiency and
regulatory compliance. These funds will provide additional greenwaste collection sites at certain
transfer stations and begin development of a Material Recovery Area at the Pu`uanahulu
Landfill. which will help to increase diversion from both landfills.
Originally heard on August 3, 2004, this measure was deferred to give Council Members more
time to further study this measure.
At today's meeting, Mr. Tulang requested that Council Members vote in favor of this measure
and suggested that Council Members visit the landfill facility to see that these positions are
needed.

Some members of Your Committee were concerned that the Sort Station was not included in the
operating budget and they felt that by passing this measure the Sort Station is proceeding.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 304 and
recommends it pass tirst reading.
