REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: August 17, 2004 <br />PLACE: Council Chambers <br />DIME: 10:50 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Milo, Hawaii 96720 <br />Re: Comm. No. 709.1 /Res. No. 216-04 <br />Your Committee on Finance, to which was referred Resolution No. 216-04, reports as follows: <br />Resolution No. 216-04, transmitted by Director of Finance William Takaba, via Communication <br />No. 709.1, dated July 21, 2004, creates two (2) Equipment Operator 111 positions and two (2) <br />Solid Waste Transfer Station Attendant positions for the Department of Environmental <br />Management-Solid Waste Division. <br />The current staffing level at the South Hilo Sanitary Landfill is unable to provide adequate <br />maintenance activities and waste capacity efficiency. The creation of these positions will help to <br />conserve airspace at the landfill. will increase compaction of waste, and will reduce <br />environmental liabilities relative to litter control. storm water management, and the hazardous <br />waste exclusion program. Thus, extending the life span of both County landfills and increasing <br />landfill efficiency. which will minimize the County's risk of fiuture environmental contamination <br />and associated regulatory violations. <br />funding for these positions is contingent upon the transfer of funds from the Council"s <br />contingency account and its appropriation to the Solid Waste Fund. <br />Originally heard on August 3, 2004, this measure was deferred to give Council Members more <br />tines to further study this measure. <br />At today's meeting, Mr. '1'ulang requested that Council Members vote in favor of this measure <br />and suggested that Council Members visit the landfill facility to see that these positions arc <br />needed. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution No. 216-04 <br />and recommends its adoption. <br />smc <br /> <br />CFiIINC X <br />SA FARIh X <br />ARAIiAIJ X <br />ELARIONOFF X <br />HOLSCHUH X <br />JAWBSON X <br />REYNOLDS X <br />TULANG X <br />TYLF,R X <br />Respectfully submitted <br />CO fTTEF, ON FINANCE <br />~~'--~- <br />AARON S.Y.
