Your Committee on Finance, to which was referred Resolution No. 216-04, reports as follows:
Resolution No. 216-04, transmitted by Director of Finance William Takaba, via Communication
No. 709.1, dated July 21, 2004, creates two (2) Equipment Operator 111 positions and two (2)
Solid Waste Transfer Station Attendant positions for the Department of Environmental
Management-Solid Waste Division.
The current staffing level at the South Hilo Sanitary Landfill is unable to provide adequate
maintenance activities and waste capacity efficiency. The creation of these positions will help to
conserve airspace at the landfill. will increase compaction of waste, and will reduce
environmental liabilities relative to litter control. storm water management, and the hazardous
waste exclusion program. Thus, extending the life span of both County landfills and increasing
landfill efficiency. which will minimize the County's risk of fiuture environmental contamination
and associated regulatory violations.
funding for these positions is contingent upon the transfer of funds from the Council"s
contingency account and its appropriation to the Solid Waste Fund.
Originally heard on August 3, 2004, this measure was deferred to give Council Members more
tines to further study this measure.
At today's meeting, Mr. '1'ulang requested that Council Members vote in favor of this measure
and suggested that Council Members visit the landfill facility to see that these positions arc
needed.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 216-04
and recommends its adoption.
