Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 228-04, reports as follows: Resolution No. 228-04, transmitted jointly with Bill No. 313 by Director of Finance William 'fakaba, via Communication No. 734, dated August 1 I, 2004, authorizes the Office of the Mayor to enter into an agreement with the State of Hawaii Department of Transportation for the Federal 'transit Administration Section 5309 Capital grant. the State of Hawaii Department of Transportation has authorized a $2,357,423 grant to the Hawaii County Mass 'hransit Agency to purchase additional accessible buses and spare parts to enhance the island's public transportation service and to create park and ride lot in Kona and Puna. Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those pow crs. I'om Brown, Mass 7Yansit Administrator, explained that the Mass Transit Agency will be conducting a survey to sec how they can better serve the community, and the program should be up and running by February 2005.
