Your Committee on Finance. to which was referred Resolution No. 225-04, reports as follows:
Resolution No. 225-04, transmitted jointly with Bill No. 310 by Director of Finance
William Takaba, via Communication No. 725, dated August 4. 2004, creates seven (7) Laborer II
positions for the Department of Public Works' Highway Maintenance Division.
These positions will help the division to maintain and continually make improvements to the
County's roadway transportation system and permit the safe and efficient movement of people
and goods around the island. 'The new positions will maintain clean, and assist in repairing
highways, building walls and other concrete structures, digging ditches, and responding to
emergencies in clearing debris from highways and drainageways.
Pursuant to Article V, Section 5-13(c), Hawaii County Charter, states that the Mayor has the
power to "Create positions...for which appropriations have been made by the council...".
Some members of Your Committee felt that the Mass Transit Agency should be receiving more
funds to strengthen the Mass Transit System for the whole island as it is one of the most
important priorities the County government should be undertaking.
During its discussion. Bruce McClure, Director of Public Works, explained that they now have
6.6 miles per employee and with these new positions the ratio will be roughly 5 miles of road per
employee.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 225-04
and recommends its adoption.
