Your Committee on Finance, to which was referred Resolution No. 231-04, reports as follows:
Resolution No. 231-04, transmitted by Mayor Harry Kim, via Communication NoJ41, dated
August 27. 2004, approves the cost items agreed upon by the employers and the United Public
Workers (UPW) affecting UPW Units O1 and employees excluded from Bargaining Unit U1 for
the contract period July 1, 2003 through June 30.2005.
The cost items are a continuation of step movements. a 2.53% across-the-board increase on
September 3. 2004, and a 5.00% across-the-board increase on January 1, 2005. The estimated
cost to the County of Hawaii for aforementioned negotiated cost items will be $700.331.
Additional adjustment such as employer's contribution to the Employee Retirement System,
vacation, holiday, and sick leave reparations will increase the total cost to $899,266. The cost
items are atwo-year across-the-board increase.
Section R9-10(a) and (b) of the Hawaii Revised Statutes relating to collective bargaining.
requires that "any collective bargaining agreement reached between the employer and the
exclusive representative shall be subject to ratification by the employees concerned" and"~aJll
cost items shall be subject to appropriations by the appropriate legislative bodies.°
Michael Ben, Director of Civil Service, explained that the State Legislature has not voted on this
measure; however, he felt bringing this measure forward at this time would be good for morale
for our County employees by showing them that the Administration along with the County
Council support their pay raises.
For informational purposes. Mr. Tyler voted "kanalua" then "no."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 231-04
and recommends its adoption.
