Your Committee on Finance, to which was referred Bill No. 315, reports as follows:
Bill No. 315, transmitted.joinlly with Resolution No. 232-04 by Director of Finance William Takaba,
via Communication No. 742, dated September 1, 2004, amends Ordinance No. 04-74, as amended. the
Operating Budget, ending June 30, 2005. The amendment is as follows:

These funds from the State of Hawaii Department of Health will be used to start up the County of
Hawai'i's Beverage Container Deposit Program, which, under the law, must be implemented by
January 1.2005. DOH recognized it would be more advantageous to have each county be responsible
for developing and monitoring its own program, rather than having the neighbor islands under the
control of the State; therefore. the Department of Environmental Management Division of Solid
Waste's Recycling Program has been requested to assume responsibility for implementing and
monitoring the program.
Pursuant to Section 46-7. Flawai`i Revised Statutes, and Section 13-13(b), Hawaii County Charter, the
Mayor is hereby authorized to apply for, receive and expend the funds for the beverage container deposit
program.
For informational purposes, Mr. 1~yler voted kanalua twice.
Your C ommittee on Finance is in accord with the purpose and intent of Bill No. 315 and recommends it
pass lust reading.
