Your Committee on Finance, to which was referred Resolution No. 233-04, reports as follows:
Resolution No. 233-04, transmitted by Director of Finance William Takaba, via Communication No. 743, dated
September I. 2004, creates two Recycling, Specialist (Temporary) positions for the Deparunent of Environmental
Management's Solid Waste Division.
l~he State Department of Health (DOH), by law, must implement the Beverage Container Redemption Program by
January I, 2005. DOH recognized that it would be better to have each county be responsible for developing and
monitoring the program for their county. Therefore, the Recycling Sections in each county have been requested
to assume responsibility for implementing and monitoring the Beverage Container Redemption Program.
Due to this requirement the Department of Environmental Management, Solid Waste Division requests that two
temporary Recycling Specialist positions be created for implementing and monitoring the County's beverage
amtaina~ deposit and recycling program. The funding for these new positions is being provided by the State of
I Iawai'i Department of I lealth's Beverage Container Deposit Program grant.
During its discussion. Your Committee learned that the two new employees will monitor the program, provide
technical services, and help with implementation in identifying areas that are not being properly served b} a
redemption center and assist the State in developing redemption centers in those areas.
Some members of Your Committee were concerned over the growth of government and felt that existing
personnel should handle this program.
Por intbrmational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 233-04 and recommends
its adoption.
