No. 234-04 Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 234-04, reports as follows: Resolution No. 234-04, transmitted jointly with Bill No. 316 by Director of Finance William Takaba. via Communication No. 744, dated September 1, 2004, authorizes the Office of the Mayor to enter into an agreement with the State of Hawaii Department of Health for the Beverage Container Deposit Law Demonstration Project grant. The State of Hawaii Department of Health (DOH), through the Environmental Protection Agency. has authorized a $3,000 grant to the Department of Environmental Management for the beverage container deposit law demonstration project. These funds, derived from an Environmental Protection Agency Federal grant, will be used to contract a vender to coordinate and host the temporary redemption center(s) and to pay redemption fees to residential patrons for the purpose of promoting public awareness of the Beverage Container Deposit Law. Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council to enter into agreements with the federal or state governments respecting action to he taken pursuant to any of the powers granted by law to fiurnish, expend and receive auy funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. During its discussion. Your Committee learned that this measure includes aone-day event at transfer stations and other suitable locations to educate the public on the Beverage Container Deposit Program.
