Your Committee on Finance, to which was referred Bill No. 316, reports as follows:
Bill No. 316, transmitted jointly with Resolution No. 234-04 by Director of Finance
William Takaba, via Communication No. 744, dated September 1, 2004, amends Ordinance
No. 04-74, as amended, the Operating Budget, ending June 30, ?005. The amendment is as
lollows:

These funds, from the State of Hawaii Department of Health (DOH) through an Environmental
Protection Agency federal grant will be used to contract a vender to coordinate and host the
temporary redemption center(s) and to pay redemption fees to residential patrons for the purpose
of promoting public awareness of the Beverage Container Deposit Law.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the
beverage container deposit law.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 316 and
recommends it pass t3rst reading.
