Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication
No. 761 and attached Bill No. 323, reports as follows:
Communication No. 761 and attached Bill No. 323 is from Bruce McClure, Director of Public Works, dated
September 14, 2004, requesting a Yield sign be installed along Ka`apahu Road on the east (Hilo) side of Kalopa
Gulch because the roadway width between the bridge and the top of the gulch is not wide enough for two-way
traffic. Presently, a yield sign exists closer to the bridge and the Hamakua Safety Council and the Paauilo
Mauka-Kalopa Community Association requests that the sign remain as an added measure of safety.
The purpose of Bill No. 323, which was amended to Draft 2 to correct the name of the bridge from Sand Gulch
Bridge to Kalopa Gulch Bridge, is to amend Section 1. Chapter 24, article 10, division 2, section 24-265, schedule
13 (Yield locations), subsection (a) Hamakua, of the Hawaii County Code 1983 (]995 edition), by adding the
following to be appropriately numbered and to read as follows:
O Ka`apahu Road, east approach to Kalopa Gulch Bridge, No. 44-7, eight hundred thirty-five feet
northwest of Ho`okahua Road.
O Ka`apahu Road, east approach to Kalopa Gulch Bridge, No. 44-7, one thousand two hundred
twenty-seven feet northwest of Ho`okahua Road.
Council Member Tyler requests a friendly amendment to provide the correct diacriticals within the bill.
Your Committee is in accord with the purpose and intent of Bill No. 323, as amended to Draft 2, and recommends
its passage on first reading.
