Your Committee on Finance, to which was referred Bill No. 336, reports as follows:
Bill No. 336, transmitted by Director of Finance William Takaba, via Communication No. 779,
dated September 22, 2004, amends Ordinance No. 04-74, as amended, the Operating Budget,
ending June 30, 2005. The amendment is as follows:

The Police Department will be receiving additional funds from the State Department of
Transportation Public Affairs -Safe Community Program. Specifically, the funds will be used
to reduce the fatalities and injuries to front seat occupants, and rear seat occupants aged 17 and
under, of motor vehicle collisions by increasing the usage rate of seat belts. This appropriation
will bring the total grant amount to $60,000.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Some Members of Your Committee felt that the Strategies #2, 3 & 4 in Schedule A should be
more positive.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 336 and
recommends it pass first reading.
