Your Committee on Finance, to which was referred Bill No. 338, reports as follows:
Bill No. 338, transmitted jointly with Resolution No. 243-04 by Director of Finance
William Takaba, via Communication No. 781, dated September 22, 2004, amends Ordinance
No. 04-74. as amended, the Operating Budget, ending June 30, 2005. The amendment is as
follows:

These funds from the State of Hawaii Department of Transportation, Public Affairs Office -
Safe Community Program will be used to reduce the number of alcohol, speed and seatbelt
non-use related traffic fatalities and injuries buy providing a community based coordinator to
plan and coordinate activities and to be a liaison between state. county and community agencies
and organizations.
Pursuant to Section 46-7, Hawai°i Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for a
Community Based Traffic Coordinator.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 338 and
recommends it pass first reading.
