REPORT OF THE <br />COIVIIVIITTEE ON FINANCE <br />DATE: October 5, 2004 Re: Comm. No. 782/Res. No. 244-04 <br />PLACE: Council Chambers <br />TIME: 10:10 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 244-04, reports as follows: <br />Resolution No. 244-04, transmitted jointly with Bill No. 339 by Director of Finance <br />William Takaba, via Communication No. 782, dated September 22, 2004, authorizes the Office <br />of the Mayor to enter into an agreement with the State of Hawaii Department of Transportation, <br />Public Affairs Office -Safe Community Program for a Roadblock Program grant. <br />The State of Hawaii Department of Transportation, Public Affairs Office -Safe Community <br />Program has authorized a $138,700 grant to the Police Department for a Roadblock Program. <br />The goals of this grant program are to reduce the number of alcohol related traffic fatalities and <br />injuries, to increase the public awareness, and to provide a constant deterrence against impaired <br />driving by conducting impaired driving roadblocks on our highways. The funds will be used to <br />conduct the 52/12 Impaired Driving Program, to establish roadblocks on all major holidays, to <br />purchase Intoxilyzer units and implement training on its usage, and to attend traffic safety <br />conferences, seminars, and meetings <br />Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent <br />of the council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution No. 244-04 <br />and recommends its adoption. <br />smc <br /> ,11'F:ti ~nF;ti A&E AI3S <br />ca~UNC x <br />SAFARIQC X <br />ARAI~A4C1 X <br />ELARIONOFF X <br />HOLSCIIUH X <br />JACO~SON X <br />REYNOLDS X <br />'TULANG X <br />TYLER X <br />Respectfully submitted <br />TTEE ON FINANCE <br />AARON S.Y.
