In furthera-)ce of our mandate to adv'se in the encouragement and facilitation ofbicyclino
and walking, we are very glad to recommend Council support of Council Resolution
269 regarding the Ka'aauni O' linwai'i Trntl
Over the guars our committee has heard from many people who are afraid or
uncomfortable tiding their bicycles, or even wnMng, along our roads due to the
unpleasant and dangerous proximity of rrlotcrr vehicle travel.
To the extent that there are well-payed bicycle and multi-use pathways available, there will
be increased number of people bicycling find walking. We believe that this is especially
to e for inexperienced adult bicyclists, whc need an opportunity to develop confidence and
skills in a relatively safe environment before they transition to on-road bicycling,
We congratulate N43yor Yatrlashiro, many County officials, and Peoples Advocacy for
Trails Hawai'i, who have enthusiastically supported the Ka'apuni O' Hanvaii Trail concept,
and who halve suecessfilfly opened the first seement (Old Walua Road) in Kailua-Kona.
Passage of Resolution 269 will lrearly nssist efforts to open fiiture segments in 311 nine
County districts, and thereby brim the xvell-knoxvn economic and social benefits of multi-
use path"ays to the entire Big Island
