Your Committee on Finance, to which was referred Bill No. 345, reports as follows:
Bill No. 345. transmitted jointly with Resolution No. 248-04 by Director of Finance
William ~Cakaba. via Communication No. 795, dated September 29, 2004, amends Ordinance
No. 04-74, as amended, the Operating Budget, ending .Tune 30, 2005. The amendment is as
follows:

"Chose funds from the State of Hawaii Department of Transportation, Public Affairs Office -
Sate Community Program will be used to reduce major traffic crashes and fatalities involving
drivers with no valid driver's licenses. This program will consist of checkpoints, courthouse
sting operations and zero-tolerance enforcement.
Pursuant to Section 46-7, Clawai'i Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for a Repeat
Offenders Project.
Your Committee on Finanec is in accord with the purpose and intent of Bill No. 345 and
recommends it pass first reading.
