Your Committee on Finance, to which was referred Resolution No. 249-04, reports as follows:
Resolution No. 249-04. transmitted jointly with Bill No. 346 by Director of Finance
William ~I~akaba, via Communication No. 796, dated September 29.2004, authorizes the Office
of the Mayor to enter into an agreement with the State of Hawaii Department of Business
Economic Development, and Tourism for a GeoPowering the West grant.
The U.S. Department of Energy, through the State of Hawaii Department of Business,
Economic Development, and Tourism has authorized a $ 9,560 grant to the Hawaii County
Department of Research and Development to establish a working group to support utilization of
direct use of geothermal heat by gathering and providing information from and to the
community, the County government, and interest parties.
Pursuant to Section 4G-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with prgjects being or to be undertaken pursuant to those
powers.
Raymond Carr, Economic Developnrent Specialist of Research & Development, agreed that the
working group would include regional involvement and representatives from the Native
Hawaiian community.
For informational purposes, Mr. "Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 249-04
and recommends its adoption.
