Your Committee on Finance, to which was referred Resolution No. 250-04, reports as follows:
Resolution No. 250-04, transmitted jointly with Bill No. 347 by Director of Finance
William Takaba, via Communication No. 797, dated October 1, 2004, authorizes the Office of
the Mayor to enter into an agreement with the }{awai`i Community Foundation (HCF) for the
Community Oriented Policing Services (COPS) grant.
The I ICE through the U.S. Department of Justice has authorized a $200,000 grant to the Hawaii
County Police Department, in connection with the Hawaii Island Meth Initiative grantmaking
project a partnership between the two parties. These funds will be used to purchase needed
equipment for the Department's Crime Laboratory and to train the criminalists to assist the
department in its current "war" against the ice epidemic.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to he undertaken pursuant to those
powers.
Your Committee agreed that more funds are needed for training, equipment and facilities to
assist Hawaii Police Department in its fight against the ice epidemic.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 250-04
and recommends its adoption.
